Horse Racing Ireland (HRI) was established by the Irish Government under the Horse and Greyhound Racing Act 2001. It is a commercial semi-state body that took over the functions previously carried out by the Irish Horse Racing Authority and is responsible for the promotion, development and administration of Irish horse racing. HRI subsidiaries include Irish Thoroughbred Marketing Ltd (ITM), Tote Ireland Ltd and the HRI Racecourse Division. HRI headquarters are located in Ballymany, Newbridge, Co Kildare.
The Turf Club (and INHSC) is the Regulatory Body for horseracing in Ireland; the organisation that for over 200 years has been responsible for the integrity and the reputation of Irish racing both in Ireland and internationally. Founded in 1790 The Turf Club incorporates the Irish National Hunt Steeplechase Committee (INHSC) and is responsible for both flat and national hunt racing in Ireland. Through the INHSC the Turf Club is also responsible for Point to Point racing. The Turf Club (and the INHSC) is solely and independently responsible for making and enforcing the Rules of Racing in Ireland and under the Horse Racing Ireland Act 2016 is responsible for making all decisions in relation to doping control, forensic and handicapping for horse racing.
HRI and The Turf Club are now seeking expressions of interest from suitably qualified suppliers for the provision of analytical instruments and laboratory management software. The attached document provides an outline of the key objectives and requirements that should be considered in the response.

1) Interested parties must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications. All information relating to attachments, including clarifications and changes, will be published on the Irish Government Procurement Opportunities Portal (www.etenders.gov.ie) only. Registration is free of charge. The contracting authority will not accept responsibility for information relayed (or not relayed) via third parties.

2) This is the sole call for competition for this supply.
3) The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers.
4) Establishment of these contracts will be subject to the approval of the competent authorities.
5) It will be a condition of establishment that candidates and all sub-contractors prove and maintain full tax compliancy as part of their application for participation in the competition.
6) If for any reason it is not possible to admit to the contract the tenderers invited following the conclusion of this competitive process, the contracting authority reserves the right to award the next highest scoring tenderers the contracts as appropriate.
This shall be without prejudice to the right of the contracting authority to cancel this competitive process and/or initiate a new contract award procedure at its sole discretion.
7) At its absolute discretion, the contracting authority may elect to terminate this procurement process and the contracts awarded at any time.

9) Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of questionnaires with missing or incomplete information. Therefore, candidates are advised to ensure that they return Fully Completed questionnaires in order to avoid the risk of elimination from the competition.
10. The number of operators who will be invited to tender is not limited in the competition for lot 1 and lot 2. However, the number of operators who will be invited to tender in lot 3 is limited to a maximum of the 10 highest scoring candidates.
